I would say, this is a good sample of her bad drawing.
I have no clue who is he, or what has inspired her to do such character.

As it is seen, he has nasty dark circle, one of her many on-going favorite themes. But what else make him unique is, he has very long nose and pasted-on mustache.
The expressive mustache is perfected with the expression in the mouth.

Is he singing? He seems to be singing. I mean, look at his rather Victorian influenced jacket, he sure is a poet.
I also notice, his head is slightly tilted, and looking up.
